Civic exam: who is exempt, and what accommodations exist for health or disability?
Last verified: 19 October 2026. This is a checklist, not legal advice; check the official page: Service-Public F39530. Hexaciv is independent and not linked to the administration.
In short: according to Service-Public, the civic exam is not required for renewing a multi-year or resident card, nor over the age of 65 for the multi-year card and the resident card. If your disability or health needs it, you can ask for an accommodation of the test, or an exemption if assessment is impossible, with a medical certificate. Only the administration decides: this guide does not tell you whether you are exempt.
When the civic exam is not required
- A renewal. Service-Public F39530:
(Only the first multi-year card application is covered by the civic exam. Renewals are not.) The same sheet says the same for the resident card, and the Ministry writes:L’attestation de réussite à l’examen civique n’est pas nécessaire pour le renouvellement d’une carte de séjour pluriannuelle ou d’une carte de résident précédemment obtenue.
(Ministry of the Interior) - Over 65. For the multi-year card and for the resident card, the sheet says:
Vous n’êtes pas soumis à l’examen civique si vous avez plus de 65 ans.
(You are not subject to the civic exam if you are over 65.) (Service-Public F39530) The multi-year card sheet adds that the A2 French attestation is not asked either in that case (Service-Public F35799). - Some cards. For the multi-year card, the sheet lists: permits not subject to the republican integration contract (CIR), beneficiaries of subsidiary protection and their family, stateless people and their family. For the resident card, it says
(not all resident cards are covered). The Ministry also names beneficiaries of international protection and nationals of third countries covered by certain bilateral agreements. (Service-Public F39530, Ministry of the Interior) - Nationality by declaration (marriage, for example). Service-Public F39426:
(The civic exam covers only acquisition by decree.)
These lists are the sheets' lists on the day we read them. Check your exact card on the sheet, or with the prefecture. Our test "Do I need the civic exam?" asks the same questions one by one, with sources.
Health and disability: an accommodation or an exemption
- Accommodation.
(You can have the test adapted if your disability or health requires it.) (Service-Public F39530) - Exemption.
(You can also be exempted from providing a pass certificate if your disability or health makes assessing your knowledge impossible.) (Service-Public F39530) - A medical certificate.
(You must always provide a medical certificate.) For naturalisation and an accommodation, the sheet adds that the certificate must state that accommodations are needed and say which ones (Service-Public F39426). - A new expert opinion.
(The administration may ask for a new medical opinion.) - Test time.
(The duration can be extended only if a specific accommodation is granted for a justified medical reason.)
(You must show spoken and written French at least at level B2.) (Service-Public F11926) The same two health outcomes exist: Vous pouvez bénéficier d’aménagements d’épreuves pour le passage de l’évaluation linguistique de français si votre handicap ou votre état de santé le nécessite.
(adapted tests), or an exemption if votre handicap ou votre état de santé rend impossible votre évaluation linguistique
(your disability or health makes your language assessment impossible).
For naturalisation by decree, the sheet gives another exemption from the French diploma or attestation if you meet all three conditions together: Vous êtes réfugié politique ou apatride
(you are a political refugee or stateless); Vous êtes âgé de plus de 70 ans
(you are over 70); Vous résidez depuis au moins 15 ans en France avec un titre de séjour valide.
(you have lived in France at least 15 years with a valid residence permit) (Service-Public F11926)
(A sufficient knowledge of French is also required for a first multi-year card or a first resident card.) (Service-Public F39530) For the first multi-year card, the card's sheet gives level A2 (Service-Public F35799). Our free French level check shows where you stand.
If you are not exempt
You can take the exam à tout moment et autant de fois que nécessaire
(at any time and as many times as needed) (Ministry of the Interior), and the certificate n’a pas de durée de validité
(has no validity period) (Service-Public F39530). Practise for free with our 40-question mock exam, then read the order of the steps, from booking to the card.
